Vietnam-based electric vehicle manufacturer VinFast has embarked on a major expansion in India, focusing on Tamil Nadu as a strategic hub. On 4 December 2025, VinFast signed a Memorandum of Understanding with the Government of Tamil Nadu to expand its electric vehicle manufacturing facility in Thoothukudi — a second-phase investment that represents a significant milestone in India's EV landscape.
Expanding The Thoothukudi Facility
VinFast's existing plant spans approximately 160 hectares and currently produces around 50,000 EVs per year, primarily premium electric SUVs. The new expansion adds 200 hectares, effectively tripling the plant's capacity to 150,000 vehicles annually, and introduces dedicated production lines for electric buses and two-wheelers. The investment for this phase is estimated at USD 500 million.
Why Tamil Nadu
Tamil Nadu's SIPCOT industrial zones provide robust infrastructure, including port access, reliable power and water supply, while the state government has committed to facilitating permits and incentives. The location offers strong potential for export-oriented production, enabling VinFast to serve South Asia, the Middle East, and Africa in addition to the Indian market.
Origins: Vietnam's EV Pioneer
Founded in 2017 by Pham Nhat Vuong, Vietnam's first billionaire and founder of Vingroup, VinFast started as the country's first domestic car manufacturer before shifting toward electric vehicles, recognising the global transition toward clean energy. It has since become the first Vietnamese car brand to enter international markets, exporting to North America and Europe.

By building a comprehensive mobility ecosystem covering cars, buses, scooters, and infrastructure, VinFast sets a precedent for global EV companies investing in India.
